Higher O&M cost per Square Foot are not necessarily a problem, as they may indicate agencies are investing in facilities to keep them mission-capable. Conversely, very low O&M cost may indicate agencies are underinvesting in assets. Data comes from what agencies submitted in the Federal Real Property Profile.

Resident contractors are those whose primary work location is the facility in question. The term “Resident contractor” excludes janitorial staff, construction workers, movers, security guards, and all other contractors who do not work from a desk and are not typically considered “office workers;” Seasonal hires, interns, and other temporary staff if they predominantly work in the office and are employed, for three months or longer; and Individuals who telework less than five days a week but are permanently assigned to the location are counted.
